Zerg vs Terran

Any way to counter mass marines with tanks? SCV keeps on building bunkers all around...

I'm just learning Zerg, but in the absence of advice from more skilled players, I'd say to go for Speedlings, and target SCVs, then Marines, then everything else (against Maka rax).

Does he have siege mode for Tanks? How many Tanks compared to Marines? What upgrades for Marines does your opponent have?

Lots of siege...they are like pushing forward and forward...8 siege up and 8 more moves forward...vice versa
and marines are mostly in bunkers...and all the scv are busy making turrets

If he is pushing with Tanks and turrets, that seems pretty slow-moving to me. Sieged Tanks are susceptible to Baneling drops:




or fast units. So, for example, a harass of his main base with fast units could throw him off balance.
